Armor Plates (some ideas for them)

These have been stated as considered in the recent stream featuring elementum, so I'd like to provide some ideas for them:
- The different tiers have different durability, ceramic will break/not be effective after maybe 7 rifle rounds, or 15 pistol rounds etc. while steel plates can withstand much more shots.
- Some tiers completely protect you from a lower caliber and take very little durability damage (mostly 9mm)
- To gain back a plate, you have to loot it from a guard (can have some durability damage if was shot to the chest) or maybe from armories/lockers
