"Surprise" Mechanic for Human enemies; difficulty scaling to number of players

On Hunt mode, adjust the number and behaviors of enemies against the number of players. With fewer players, enemies are fewer, more spread out, and have a small debuff to the rate at which they notice players as well as a small debuff to the accuracy ramp against the player when they are being engaged. Currently, Hunt feels like you need a team of 3-4 at least to complete.

Additionally, it may be good to give "Human" enemies Surprise/Suppression stats, so that when you get the drop on them they react like they're panicking. "Stronger" Human enemies can have different behaviors when "panicking", as well as a lower stat debuff while panicked, ie Foundation are more likely to return fire and move to cover when enaged, while D-class might run, start spraying, or dive for cover.

It also allows for good opportunity for voice lines and behavioral changes to reflect the different AI: D-class are jumpy, panicky, and easy to distract, and Foundation are methodical and disciplined.
